“Project for the development of disadvantaged and vulnerable children and families, through child protection, education, livelihood, and community school support” in Shivapuri, Nuwakot.

Objectives

The overall objective of the project is to prevent trafficking and the unnecessary separation of children from

their families into orphanages/other institutions, child labor, early marriage or dropping out of school and simply becoming idly unemployed, and empower families to be able to provide a loving, nurturing home, free from poverty, abuse, exploitation or neglect.

Our strategic approach is to work at community level to identify and start to address the root causes, through a holistic model of intervention. Our specific objectives are therefore to:

 

  1. Reduce poverty (basic needs) by:
  • Ensuring basic physiological needs are met; food, clean water, shelter, clothing, health
    • Improving safety and security; livelihood, resources, property, family and social stability
  1. Develop love/belonging (psychological needs) by:
    • Strengthening family unity & responsibility, friendship, connections, support mechanisms
    • Building self-esteem, respect of others, respected by others, confidence, achievement, mental health
  2. Self fulfilment
    • Empower children and families for their sustainable development
    • Increase access of vulnerable children to good quality, inclusive education
    • Help create opportunity to reach full potential & pursue inner talents
    • Help develop prosperous livelihood

Program

Educational Scholarship Programs

The Nuwakot program will run until 2021 March for school level and till June/July 2021 for college level students in line with education calendar. No new children will be added to this program unless more than 10% drop out by March 2018. In that case SCAI may approve to add replacement children for the remaining 3 years, as will fall within budget. The level of support will be as per the SCAI “Educational Scholarship Program” guideline and policies subject to periodic revision.

Selection process

For any new children, CSN will coordinate with Rural Municipality,  concerned office of women and children and schools of project areas while selecting the children for sponsorship. Based on the data received from the respective office, CSN will visit home for assessment and verification and list for sponsorship will be finalized accordingly.Selection Criteria of beneficiaries

Double\single orphan, those with very poor economic situation, limited opportunity for income, have vulnerable care takers (e.g. elderly, disabled, sick, alcoholic, distant relative, siblings), neglected child

Children meeting these criteria who are also at risk of trafficking should be given top priority.

Sponsorship Program will provide support at 3 levels, based on the genuine needs of the family. These levels will be re-assessed on an annual basis. All children will initially receive Level 1 support. Level 2 or 3 support may not be given to all families, and assessed on a case by case basis. Level 2 and 3 may be one off or ongoing for a specified period of time. The support under each level will be provided as per below;

1) Level 1: Education materials (e.g. fees, uniforms, bags, and copies, stationary)

2) Level 2: Level 1+ Extra child support (e.g. clothing/shoes, mosquito net, lamp/head torch for study, other personal items, rent assistance if living externally for higher study, medical)

3) Level 3: Level 1 (2 as needed) + Extra family support (e.g. household goods, rent assistance, medical)

Level 1 support may continue for 3-4 years, 5 in extreme cases, and will partly depend on the impact of the livelihood programs. In the first couple of years we shall provide full education materials, then we shall gradually reduce the support as their families income increases e.g. half uniform items every year rather than full, until they are capable to provide for the child’s full educational and other needs. In addition to this, education scholarship programs will be implemented as per the “Education Scholarship” guideline of SCAI which is subject of periodic revision as per the need.

Sustainable livelihood program

SCAI/NGO will implement sustainable livelihood interventions through the enhancement of local skill and technique’s. SCAI/NGO will facilitate communities to identify their local resources and capacities and its optimum mobilization. Project will work on group model so the resource and knowledge from amongst the communities are shared within the community itself. CSN will follow SCAI’s “Sustainable livelihood” guideline for the overall implementation of sustainable livelihood program which is subject of periodic revision as per the need.

 

Strengthening child protection mechanism, awareness raising, capacity development

CSN  coordinates with Rural Municipalities, concerned departments, line agencies and form new local child protection structures or capacitate existing structures as per the need, and based on the then governmental directives and legal guidelines. Child clubs will be formed in each school above class 5 within project locations and a network of all these child clubs will be formed in Sivapuri Rural Municipality area. The project will allocate a 1 time grant to child club network of Rural Municipality level, to be used for RM level overall child development activities implementation. Coordination will be made with local government so they will allocate reasonable budget to child clubs network as per the guidelines of GON. Child club networks will prepare an annual program focusing on the best interest of children across the program area, in consultation with stakeholders and concerned departments and executed accordingly. If the existing guidelines related to child clubs and CPWGs are changed then the structure will be formed as per the new guidelines and directives.

The capacity building and awareness raising activities for youths /child club members, networks and stakeholders will be organized in conjunction with concern government departments in most cost effective way.

 Community School Development and Education Improvement Program

Kalika Devi School

Kalika Devi Secondary School is a community based school located at Gurje-Shivapuri RM-Nuwakot, 14 kilometers away from Samakhusi, Kathmandu. Kalika School has entered an MOU with Cooperation Society Nepal (CSN) under the funding support of Sunrise Children’s Association Inc. (SCAI) Australia, for developing Kalika as a model, fully English medium School.

Kalika Devi School is a Community Managed School (CMS) and will be run in coordination with local relevant government authorities. CSN will provide operational support for the school as a contribution to help accomplish the educational goal of government/relevant agencies, based on the school adhering to full transparency and accountability norms, and providing the INGO with full financial and other records, to ensure there is no duplication or wastage of funds. CSN will liase with government and community so gradually operational responsibility is taken by school relevant government agency for long term sustainability. CSN  will actively coordinate with local government/agencies and SMC for the improvement of quality education and sustainability for the school in line with this plan, and will keep SCAI fully up to date and included in all matters regarding the project, including progress made as well as any challenges or potential challenges that may arise during the project period.

Other

In addition to Kalika Devi, SCAI will provide some support to the other community schools in Shivapuri. SCAI/NGO in partnership with Rural Municipality provides workshop/training/capacity building or other operational support to community school in Shivaapuri as appropriate as per the priority need of the office of Rural Municipality.

CSN  will liaise with concerned government departments and conduct capacity development training for school management committee or provide operational support based on the need identified. The focus of the training /workshop would be to increase the awareness level of school management committee on issues related with quality education and successful management of school. It could be formal workshop training in conjunction to concern government departments or informal interaction following teacher/parents and management committee meeting.
